E-B-D-S (Evidence Based Decision Support) is a systems engineering and architectural based methodology that allows decision makers to quickly and easily build comprehensive models of complex problem spaces. These models encompass not only information and communications technology (ICT) elements but also the associated organisations, processes, rules, logistics, people and costs that comprise real-world enterprises. Although predominantly hidden from the decision maker, all of this data is interdependent and interconnected at some level, defying conventional analysis. The result is the creation of a rigorous, holistic, multi-dimensional model of a business and its challenges. This in turn allows organisational and infrastructure complexity, the associated risks and opportunities, and balance of investment decisions to be properly understood, very often for the first time. The process is repeatable and auditable. Additionally, staff competencies and the attendant training burden are an intrinsic outcome of the approach. From this rigorous modelling, various analytical views can be taken through the inter-related data to gain insights impossible from conventional approaches. Importantly, E-B-D-S allows the investigation of 'what if?' alternatives, iteration and sensitivity analyses to allow the decision maker to achieve the optimum solution to the specific question(s) posed.
